Relations between Paris and Kigali are expected to improve in light of findings by a judicial probe into the start of the Rwandan Genocide that exonerates allies of Rwandan President Paul Kagame . . . a French judge had charged nine allies of Kagame with responsibility for shooting down the Falcon-50 jet of Juvenal Habyarimana on April 6, 1994, which was piloted by Frenchmen . . . Habyarimana was a Hutu leader and his death was a spark that led Hutu militias to massacre around 800,000 Tutsis . . . findings by the new French judicial investigation support the theory that extremist members of Habyarimana‘s own Hutu ethnic group shot down his jet . . . evidence showed that the missile had been fired from a base controlled by his own forces . . . French President Nicolas Sarkozy has tried to improve relations with Rwanda since he was elected in 2007 . . . Kigale severed diplomatic relations in 2006 when the French judge issued the arrest warrants against Kagame’s allies . . . Paris is expected to drop the charges against Kagame’s allies and look for new suspects . . . Kigali is interested in resuming relations and boosting trade with France in light of the new report.
