The Indian Navy inducted the INS Chakra, an Akula II class nuclear-powered attack submarine, on January 23 at a port in eastern Russia . . . the contract for the 10-year lease cost more than $900 million and was part of a secret deal struck in 2004 . . . India last operated a Russian nuclear submarine in 1991 . . . India is currently the sixth country to have a nuclear submarine, along with the US, Russia, Britain, France, and China . . .  since the INS Chakra lacks the capability to carry nuclear weapons at sea, India plans to launch a second nuclear submarine, the Indian-made INS Arihant, later this year . . . the INS Arihant will be equipped with K-15 submarine-launched ballistic missiles that can carry nuclear warheads and have a range of more than 400 miles . . the INS Chakra experienced technical difficulties in 2008 after toxic gases were accidentally released during sea trials, killing 20 sailors . . . 70 percent of India's military hardware comes from Russia . . . the INS Chakra is expected to be used to train sailors in the Indian Navy how to operate a nuclear submarine . . . New Delhi is expanding its submarine fleet to offset its concerns of Chinese behavior in the Indian Ocean and South China Sea.
