SITUATION REPORT

One week after the four-party agreement in Geneva seeking to de-escalate tensions in eastern Ukraine, five pro-Moscow rebels have been killed and Russian troops are conducting readiness drills on the Ukrainian border. The Geneva agreement is effectively dead, and Russia’s game plan for eastern Ukraine continues to unfold.

Ukraine’s acting president, Oleksander Turchinov, said Thursday in a national address that “at the state level, Russia is supporting terrorism in our country. Armed criminals have taken over buildings, are taking citizens, Ukrainian and foreign journalists, hostage and murdering Ukrainian patriots.
