Summary
Latin America, long considered off-limits for Russian military outposts because of its proximity to Washington, is rapidly becoming the latest region targeted for Moscow’s expanding reach. As the Kremlin was secretly planning its invasion of Ukraine in late February, Russian Defense Minister Sergei Shoigu announced Moscow’s plan to establish a permanent military presence in Latin America, including navy visits to ports in Cuba, Venezuela, and Nicaragua. Russia sees its navy and its air force as a “tool to project the Russian image abroad and to protect its national interests around the globe,” Russian state news agency RIA Novosti declared, adding that Russia is now placing military assets in “strategically important regions of the world to make them work effectively toward the goal of expanding Russia’s global influence.” Moscow’s announced plans to station military assets in several Latin American countries sends a strong signal to the United States and could significantly alter the geopolitical landscape of Latin America.
